Legal default speed limits apply if no explicit speed limits are set by appropriate signs. Typically, legal default speed limits depend on
the designated type or certain physical properties of a road
the vehicle type or certain properties of the vehicle
in some regions: the time, time of year or weather conditions and other factors
This page maps the default speed limits as defined in the legislation or regulation texts in machine-readable form. For verifiability, each entry in the table below references the appropriate legislation or at least an official guide(book). Contributions are welcome but it is necessary to maintain a strict regime regarding both machine-readability (for it to be of any use) and verifiability, see the section Contribution guidelines.
Note for mappers:
This overview is meant for data consumers, to be used in order to infer default speed limits in cases where no explicit maxspeed=* is signed. It is not advisable to use it as a mapper to set certain speed limits when there is no sign. Rather, as a mapper, you should tag whatever leads to a certain road classification. For example, when you happen upon a rural dirt road without speed limit signs in Latvia, rather tag it with surface=dirt than with maxspeed=80. The former is easily verifiable, the latter is not and may become plain wrong when the law changes.
This is how the road types in the table above can be described using OSM tags. Tag rules in {...} are placeholders that refer to other OSM tag rules.

Omissions and Limitations
Know that this is a projection from legislation and regulations, some details do not fit into this format. Omissions:
Certain vehicle types that are either not relevant for routing or can usually not go faster anyway than their maximum speed set in legislation (if any) are omitted from this table, such as delivery-robots, bicyclists, e-scooters, golf carts, mofas, mopeds, horse carriages, tractors, other agricultural vehicles, construction vehicles, buses with only standing passengers, buses with a trailer that carries passengers and towing vehicles.
Certain road types are omitted which can be expected to always be signed with an explicit speed limit, such as speed limits set in regulations that refer to certain towns, districts or even specific sections of roads.
Situations in which drivers must slow down are omitted, such as at intersections, when there is poor visibility (due to weather or otherwise), in bends, at crossings, in streets "where there is a lot of pedestrian activity", near a church when there is a procession, near a bus stop when a bus is present etc. but also the age of the driver or how long he has the drivers license already
As for limitations and possible future extensions:
The table does not distinguish between the different engine sizes (cc) of motorbikes. Some regulations prescribe lower speed limits for bikes with a smaller engine size. Similarly, tricycles include both auto rickshaws and motorbikes with sidecars.
Some road types are either not well-defined in the legislation or it has not been defined (yet) how they can be expressed in OSM tags. This is less of an issue as it seems, though: In states where the regulations themselves are not clear or overly complex, it is often a sign for that these rules are actually meant as a directive for the highway authority where they should put up which speed limit signs rather than directly for drivers. (This is especially true for the United States and less so in other countries)
Completeness
The speed limits for all countries and states for which the respective legislation and regulations could be found online have been added and updated in July 2022.
This table lists what rules are laid down in the legislation and regulations, not what speed limits one may usually expect to be signed. (For the latter, check out Speed limits by country on Wikipedia.)
Hence, any change to this table requires a reference to the country's legislation, date when the legislation was last changed and a link to the legislation text for verifiability. Information from internationaldriversassociation.com, driving.com, similar websites and news articles is not useful as it often just lists the "usual" speed limit and often just for passenger cars. A legislation text that is directly published by an official source is better than from a 3rd party source because it is more likely to be most up-to-date.
Furthermore:
check (and reference) the definitions of vehicle types and road types mentioned in the speed limit regulations - sometimes they do not match with expectations or how they are defined in OpenStreetMap. E.g. a heavy goods vehicle (hgv=*) in OpenStreetMap is generally assumed to be a goods vehicle (goods=*) with 3.5t maximum gross weight, but some legislation have different definitions at which maximum gross weight limit a goods vehicle counts as "heavy" (and thus different speed limits apply). The same for until how many seats a minibus can have at most before counting as a regular bus.

For one country, one row represents one road type. The blank road type is the fallback road type, for when no other road types match. Usually, this is the default "road outside of a settlement".
For each road type mentioned in the "Max speeds by road type and vehicle type" table, there are tag rules specified in the "Road types to tag filters" table that define by which tags to identify the road type. The latter table has three columns: exact tag rules, fuzzy tag rules and tag rules of containing relation. The first should be able to identify the road type with certainty, the second is a good guess and the third is for identifying the road type by looking at the tags of the relation(s) the road is a member of.
The rules that define road types don't all have to be mutually exclusive, the tags on a road may match with several road types. In this case, the following algorithm is used to determine the road type: If the tags match with a road type specified in a row below the blank one (usually: rural roads), the bottom-most road type is selected. Otherwise, if the tags match with a road type specified above the blank one, the top-most road type is selected.
Meaning of values in cells
Some speed limits are followed by a text in brackets, these are conditionals. For easier readability, they are not specified in the maxspeed:conditional=* syntax directly. The following table explains what they mean each by example:
The vehicle may not access the road type specified in that row at all. If this is not specified in the (default) column but for example in the motorcycle column, the resulting tag would be motorcycle=no
Speed limits by vehicle type
Each column represents a vehicle type, while the "(default)" column is the general speed limit that applies for all vehicles except explicitly overwritten (maxspeed=*).
If the speed limit for a road type depends on more factors than just the vehicle type, the condition is given in parenthesis after the speed limit in a short form, this is a conditional speed limit.
Overwriting maxspeed=* values: Some vehicle types are grouped into categories - a minibus is a bus, a heavy goods vehicle (hgv=*) is a goods vehicle (goods=*), etc. - see the access=* schema. Limits that are defined for a category are valid for the subcategory too, unless that exact (conditional) rule is overwritten. This is nothing special for this wiki table but generally true for max speeds in OSM. Examples:
The speed limit for minibuses with a trailer is 60 km/h. (Conditional is overwritten for minibuses)
Always the lowest speed is the applicable one: I.e. the speed limits specified in the table are each additional restrictions. In other words, if multiple apply at once then minimum one should be taken as a limit. This is probably not true in OSM in general, with maxspeed:hgv=* overriding maxspeed=*, but it is so with the data from this table. It is necessary to interpret the data in this table this way because legislation defines both speed limits that are applicable to certain vehicle types generally and speed limits for certain road types. For example, a bus may never go faster than 80 km/h but the speed limit on a particular kind of road is 70 km/h unless otherwise signed. Hence, when that road is signed to allow 90 km/h, buses may still not go faster than 80 km/h. Examples:
