This tag is used to reference municipalities ("opština" in Serbian) in Serbia to their associate ID from national cadaster agency. It should be placed only on administrative relations, tagged with admin_level=8.
The tag was established in July 2021 during discussion on standardization of all arbitrary tags from government dataset (here). This tag originates from ref:sr:maticni_broj tag, which is now deprecated because it was used on all administrative boundaries regardless of admin_levels.
