It is a big plate, made of tiles, and who uploaded it thought it would be a plate. There are more plates that won't fit the idea of a plaque, typically large ones.--Dieterdreist (talk) 11:55, 16 February 2017 (UTC)
It's true that it may not be intuitive, like for Tag:historic=monument vs Tag:historic=memorial (a lot of so called "monuments" in Belgium have to be tagged as memorial). As for plate vs plaque, since I'm not a native English speaker, I limit myself to what I find on the wiki. It has probably been discussed on the tagging mailing list.
