Maps by an anonymous author are always visible for everyone.
Maps by a registered author are by default visible for everyone, but this can be changed.
Procedure:
Menu to select viewers
Step 1: Start edit by
Step 2: Select Update permissions and editors
Step 3: Expand menu Who can view.
Step 4: Select one of the options:
everyone (public). Visible for everyone.
anyone with link. Visible for everyone aware of the (Short) URL. Search by name is not possible.
editors only. Visible for the author and extra added editors. See Add editors
