This is the US national code for a school zone sign, where children are expected, and therefore speed limits are lower, and penalties for violations more severe. There are typically a pair of signs, demarcating the section of the road near the school. Please also add hazard=school_zone on the way, between the pair of signs, and make sure the school itself is tagged with amenity=school.
